If you're building a driveway, you might be wondering “Can I pour gravel on top of grass for a driveway?” The answer is no. You need to dig it up. Even if you're laying pea gravel right on top of grass, it's still going to be a problem.

If there is existing grass, the first issue is the removal of the sod. This can be done by digging it out, poisoning it, or letting it suffocate under thick, black plastic. The quickest and least toxic way is mechanical removal. Once the area is cleared, consider using weed barrier fabric under the gravel.
